    美国食物券计划（SNAP）又称为营养补充援助计划，是政府对穷人的一种福利补贴。 2000年美国约有1700万人参加食物券计划；而到2016年参与该计划的人数激增至4400万人。增加速度超过了美国的人口增长速度。
